During a stay in Marrakech I had the questionable honour to be introduced to Moulay Hafid a qaid over a to him designated area where he hardly was to be found because he resided in a rented apartment in Marrakech.
A qaid in Morocco is the official who heads the local government structure in a rural commune.
After a basis of trust seemed established he became more outspoken and going out of his way to impress me he revealed more about his methods of working and living. When he wanted to leave an impression he took or invited people to his designated area where they could witness the might he had and he could show off the picture of himself and Mohammed VI while boar hunting.
As he told me he was originally from Agadir married and at that time (approx. 2006) had a son younger than two years. His wife was as he told me highly educated but he refused to let her work or have a career.
Further along he revealed that he spent most of his time driving his car and picking up young schoolgirls, he used a private car and when stopped by police he flashed his card and could continue his way without any difficulties. He specifically stated that the purpose of not using his service car which had a distinct and recognizable license plate was so not to give away his position to his minor victims.
Basically this was a predator who could do whatever he wanted and get away with it because the system in Morocco protected him and all those others in power who misused their power to fulfil their perverted habits or to enrich themselves.
This predator qaid is no exception for there are many like him who due to their position can even get away with rape or even murder.
